Pretty solid work here. However, I think it feels a little uninspired. I'm guessing this is a game based around Tails, so I would suggest making Tails the center of attention.
Another thing I suggest is not working with a dark background. It looks like Green Hill zone is having an eclipse, while Sonic and Tails are still light. It's a good idea, in a sense, to have the characters center focus, but it goes against what looks natural.
The last thing is that the characters have no shadows, which looks a lil strange. I know Sonic's mechanics these days are floaty, but not in the literal sense. :P
Overall, though, It's definitely a nice start. But welcome to the site! Hope to see more from you.
